Can't Print 11x17 from indesign

I am trying to print a documetn 11x17.  I made it from a template.  When I open it, I see 17 inches across the top and 11 down the side.  When I go into the print menu, the paper size is set to 8.5x11, so I change it to 11x17, and reorient it so the big P looks like it fits nicely on the page, but when it comes out of the printer, the image is off center and cut off. 

I've tried clicking "constrain proportions".  THat does nothing.  I've tried clicking "scale to fit" which also does nothing.  I've tried exporting it as a PDF, but then it prints teeny tiny.

What am I missing here
